3-200-54: Enhancement of Survival Permits with Safe Harbor & Candidate Conservation Agreements

Enhancement of survival permits are issued to non-federal property owners participating in a Conservation Benefit Agreement (CBA).

Property owners who participate in this voluntary agreement take actions to benefit species while also receiving assurances that they will not be subject to additional regulatory restrictions as a result of implementing their conservation actions and associated ongoing land management.

Once the U.S. Fish and Wildlife Service (Service) has worked with the prospective property owner(s) to develop the CBA and has determined the agreement is complete and meets the regulation requirements in 50 CFR 17.22(c) and 17.32(c), we will unlock the application form so applicants may complete and submit it for processing. Before drafting an agreement, we strongly recommend working with your local Ecological Services Field Office to ensure the agreement includes the required information to meet the permit issuance criteria.
