Project Name: Colonial Heights Waterline Replacement Project

Project Description: This project will address and renew aging water infrastructure that directly improves water quality, capacity, and pressure for many residents within the city. This work will also help prevent future water breaks that could risk contaminating the water supply. This project would improve water quality, capacity, and pressure for many residents within the city. This project will address and renew part of the City’s water distribution infrastructure. The City of Colonial Heights water distribution infrastructure directly affects thousands of residents. This work will also help prevent future water breaks that could potentially contaminate the water supply.

Recipient: City of Petersburg

Project Name: City of Petersburg Poor Creek Force Main Capacity Improvements

Project Description:This project will replace an existing wastewater system to improve functionality and capacity to provide the public access to a reliable wastewater service.Replacing and relocating an existing wastewater force main at the end of its useful life in a more accessible route with a larger system will reduce costly emergency repairs and prevent wastewater overflows caused by breaks that contaminate the Appomattox River, which will ultimately flow into the Chesapeake Bay. Additionally, the city will gain the flexibility to make improvements to the aging sewage collection system, while preventing sewage overflows and allowing for the transfer of flows from other areas reducing the stress on those stations and reducing the risk of overflow at those stations.

Recipient: City of Richmond

Project Name: City of Richmond Combined Sewer Overflow Waste Water Treatment Pumping Station

Project Description: This request would make major upgrades to the Wastewater Treatment Plant Main Pumping Station to reliably pump 140 million gallons per day to reduce combined sewer overflow. Richmond’s wastewater treatment facility is an integral tool in protecting the health of Central Virginia residents and water quality in the James River and the Chesapeake Bay. The higher the amount of combined flow that is sent to the treatment plant, the lower the number of combined sewer flows that are discharged to the James River. Over the past fifteen years, the plant has increased its capacity to both reduce pollutants discharged to the river and treat more combined sewer and stormwater. The Main Pumping Station was part of the original wastewater plant construction in the late 1950s. Although there have been improvements made to the station over the past 60 years, many parts of this facility including the pumps, motors, and variable speed drives are at the end of their useful operating life and due for replacement. This project will replace this critical equipment to increase the capacity and reliability of the pumping station. Other ancillary equipment in the station, much of which is over 30 years old will also be upgraded under this project. The city is requesting congressional funding to upgrade and improve the pumping capacity of the wastewater plant. This funding will be used to purchase new pumps, motors that drive the pumps, and electronic controls and monitoring equipment to maintain pumping capacity during storm events.

Project Name: Henrico County Universal Broadband Deployment

Project Description: The project will extend fiber-to-the-home (FTTH) infrastructure to 412 serviceable units in the County. Specifically, the expansion will cover 376 residential homes, 35 businesses, 3 community anchors, and 11 non-residential sites. Based on the extensive field inspections, comparisons to County data, and the online survey results, the County and All Points agree that the proposed project area will provide broadband access to all the locations in the County that remain unserved by broadband as of the date of this application. The proposed project area was selected because it includes all remaining unserved locations in the County, delivering digital equity and inclusion to all citizens.

Recipient: Prince George County

Project Name: Prince George County for Water Transmission Main Appomattox River Crossing

Project Description: This project consists of the construction of approximately 2,200 linear feet of 24" diameter drinking water transmission line, of which about 1,300 linear feet will be directionally drilled under the Appomattox River. This water transmission line will replace an existing 16" diameter waterline that is hung on the Temple Avenue bridge over the Appomattox River. This project provides a more reliable means of transmitting drinking water to the central water system customers. It also replaces an exposed waterline hung on the side of a bridge subject to water service disruptions. Finally, it uses the hydraulic directional drilling method of installation to minimize impacts to wetlands and navigable waterways.

Recipient: Southside Virginia Community College

Project Name: Southside Virginia Community College In-Demand Technical Training Learning Project     

Project Description: The project will allow the community college to purchase equipment and technical training tools that will allow the community college to enhance the quality of instruction, increase capacity, and ultimately increase enrollment in precision machining, electricity and HVAC, welding, and information technology programs. This project would be a good use of taxpayer dollars because it will leverage instructional knowledge, reduce travel time for both instructors and students and will increase continuing education opportunities for citizens in the 4th Congressional District, specifically in Greensville County. Precision Machining, Electricity and HVAC, Welding, and Information Technology are all relevant and in-demand career fields. The Bureau of Labor Statistics (BLS) indicates the employment of skilled trades workers is expected to grow by 8% from 2020 to 2030, adding over 620,000 jobs to the economy. This project will allow residents to access training needed to fill vacant positions and earn family-sustaining wages.

Project Name: Surry County Public Schools Water System Upgrade

Project Description: This project will replace and upgrade water wells and water infrastructure at the Surry County School Complex, where the county's three schools are located. Specifically, the project will allow the county to connect the public-school water system to the neighboring industrial park water system to create a combined system for increasing capacity and fostering economic development.

Recipient: Richmond YWCA

Project Name: Transforming Lives After Surviving Domestic Violence. City of Richmond, Virginia, 4th Congressional District         

Project Description: This is an innovative building and renovation project to provide residential housing with programming and services for survivors of domestic violence in the Richmond, VA region. This investment will build at least forty new residential units and provide 24/7 innovative programming and services, under one roof.The project will provide at least 40 residential units including access to precisely aimed programming directed at at-risk populations, who are youth that aged out of foster care, generally are victims of sexual, physical, and verbal abuse, therefore, having behavioral health complexities, and instilling life skills. - Provide at least 40 residential units and provide access to critically needed programming and community mentoring for at-risk populations, who were abused and neglected by their parents or caregivers, who need behavioral healthcare services because of toxic stress and trauma, and other services under one roof.

Recipient: Virginia Passenger Rail Authority

Project Name: Ettrick Passenger Rail Station Improvements, Chesterfield, Virginia, VA-04

Project Description: This project supports planning funding to start the process of designing and constructing a new passenger rail station that will replace the obsolete and structurally deficient 1950s Ettrick station. The new station facility will serve not only the 30,000 passengers expected in 2023, but the two-fold increase in passengers expected from the doubling of service through Ettrick that will result from the development of the Richmond to Raleigh corridor segment. The project will also plan for a new third track and platform that will serve Amtrak trains now and in the future.

Recipient: Commonwealth Center for Advanced Manufacturing

Project Name: Investments in Advanced Manufacturing Development

Project Description: This project requests $5,000,000 for Commonwealth Center for Advanced Manufacturing (CCAM) to accelerate research of state-of-the-art manufacturing demonstration solutions. CCAM’s research in Industry 4.0 technologies has proven that the implementation of process intelligence, automation, and digital thread integration can enable advanced manufacturing processes (such as additive manufacturing and robotics) to improve product lead times, resolve supply chain shortages, and improve efficiencies of both workers and employers in the Defense and Commercial industrial base. Such funding will be dedicated to ensuring that CCAM has the advanced manufacturing tools and equipment required to research and standardize Industry 4.0 readiness of the region’s industrial base through CCAM’s proven best practices.

Project Name: Route 1 High Injury Street Network Improvements, City of Richmond, VA-04   

Project Description: The $1.75M request will support the development of a new intersection at Richmond Highway (US Route 1) and the offset intersections of Harwood Street and Hopkins Road, which is on the City’s High Injury Street Network. This is where 62% of the traffic-related crashes causing deaths and serious injuries occur on just on 7% of the street network. The new intersection will have high-visibility crosswalks, pedestrian countdown signals, accessible ramps, and new signal indications on 90-degree mast arms, as well as vehicle detection.

Recipient: Virginia Biotechnology Research Partnership Authority (dba Activation Capital) (Authority)

Project Name: Life Sciences Innovation Center and Laboratory Equipment

Project Description: The request is for $4 million for shared lab equipment and technology equipment as part of the Authority’s new Life Sciences Innovation Center and Laboratory. The new Life Sciences Innovation Center and Laboratory is part of the Richmond, Virginia-based Bio+Tech Research Park's (Park) expansion in response to new demand for life sciences office and wet lab space and to address aging infrastructure and particularly address the needs of small- and medium-sized companies in the region and nationwide. The requested lab and technology equipment will help fully outfit a new $53 million Life Sciences Innovation Center and Laboratory with state-of-the-art laboratory and research equipment to support the growth and long-term sustainability of a regional pharmaceutical manufacturing cluster and thereby accelerate the growth and long-term sustainability of advanced pharmaceutical manufacturing (APM) industry inside the U.S. Assistance for the equipment will accelerate efforts to secure the nation's supply of quality affordable essential medicines. In addition, the project is aligned with federal priorities to rebuild life sciences-related supply chains and manufacturing industries in the U.S. The equipment will enable public and private companies, as well as university members, to collaborate on research and technology commercialization projects, supporting the mission of the Authority to disseminate knowledge pertaining to scientific and technological research and development among public and private entities.

Recipient: Capital Region Airport Commission

Project Name: Aircraft Apron. RIC, Richmond, VA

Project Description: This project will allow for the construction of a new aircraft apron, East Side Apron 5. The Project will enable the Richmond Airport to relocate two areas of current general aviation operations in the northwest and southwest corners of the airfield to one consolidated, state-of-the-art area on the East Side of the airfield. The FAA-approved Master Plan calls for the expansion of cargo facilities on the southwest portion of the airfield in a location currently occupied by general aviation facilities. The FAA-approved Master Plan calls for the construction of a second parallel runway, which will run from the southeast to the northeast of the airfield. General aviation facilities in the northeast corner are currently within the footprint of the proposed runway. The existing general aviation facilities are old, were designed decades ago, and have apron areas that are in poor condition. These facilities need to be replaced with new state-of-the-art facilities that will meet current and future requirements to better serve the Greater Richmond Region. Relocation of the general aviation facilities will free up the necessary space for the expansion of cargo operations and the construction of the second parallel runway. Consolidation of the general aviation facilities to one location on the East Side will make the operations more efficient.

Recipient: Brunswick County

Project Name: Brunswick County Industrial Site Development

Project Description: This project aims to provide road and utility improvements to the Stonewall Industrial Site. This will greatly reduce the risks associated with site development to enhance site appeal to prospects for industrial development. Project activities will include constructing turning lanes and crossover improvements on US Highway 58 to create an entranceway for the park and construct 500 feet of on-site access roadway. Additionally, A/E and construction of water and sewer lines and the extension of gas and electrical lines to serve the park will be completed. These improvements will greatly increase the marketability of the site. The project appropriately uses taxpayer funds because it aligns with Brunswick’s 2035 Comprehensive Plan economic development strategies to “recruit new industry and expand the existing industry.” It is vital to have a shovel-ready site as a part of the County’s economic development engine to attract corporations to Brunswick County to provide much-needed jobs and economic opportunities. As a stated priority of Virginia’s Initiative to spur economic growth, this project will enable the county to develop this property for industry and business attraction. There has been an economic boom in and around Southside Virginia and in order for Brunswick County to remain a viable option in the arena of business attraction we must position our site to attract and compete for development opportunities.

Recipient: An Achievable Dream Youth Crime Prevention and Delinquency Reduction in the Criminal Justice System 

Project Name: An Achievable Dream Enrichment and Discipline Reduction Program  

Project Description:This project will provide critical mental health support to at-risk students as society is still witnessing the social and emotional effects of the pandemic, personal and family traumas, and environmental factors. Funding would support activities including mental health support provided by trauma-informed specialists and staff engaged in student support. Institutionalizing young people results in long-lasting social and emotional trauma, impacts their prospects for future success, and incurs a high cost to the Commonwealth of roughly $148,000 per year for each incarcerated juvenile. An Achievable Dream will deliver educational opportunities and counseling services to prevent the onset of delinquent or disruptive behavior. This project is located at two An Achievable Dream locations in Henrico County located at 600 Pleasant St, Highland Springs, VA 23075, and 15 S. Oak Ave, Highland Springs, VA 23075.
