The National Class 2 Performance Based Standards (High Productivity) Authorisation Notice 2022 (No.3) which currently only applies in New South Wales and Victoria, enables eligible Performance Based Standards (PBS) vehicles to operate on approved networks without a permit.
The template vehicles and approved networks for New South Wales and Victoria can be found in the Eligible Vehicles and Network and Mapping sections of this Operator’s Guide.
Operators of these combinations must ensure their vehicle dimensions meet one of the reference vehicle templates and the conditions of the Notice prior to operation.

Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the National Class 2 Performance Based Standards (High Productivity) Authorisation Notice operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption or authorisation. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the ‘Network and Mapping’ section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

Exemptions
These exemptions only apply to the extent to which conditions are granted.
Application
- The Notice applies to a PBS vehicle with a PBS vehicle approval issued under section 23 of Part 1.4 of the HVNL.
- The Notice applies to a PBS vehicle in participating jurisdictions subject to the conditions provided in the Schedule of the Notice relevant to that jurisdiction.
- A PBS vehicle to which this section applies is an eligible vehicle.
Definitions
Unless otherwise stated, words and expressions used in this Operator’s Guide have the same meanings as those defined in the HVNL and the Notice.

Template vehicle | A generic vehicle specified by a set of parameters including mass, dimensions, axle spacing, configuration, or other vehicle characteristics. A template vehicle may be described by way of a diagram, drawing, list, model, or any combination of those. |
VA QML1 | Level 1 quad mass limits prescribed in a vehicle’s vehicle approval. |

Eligible vehicles
Under the Notice, eligible PBS vehicles may operate up to the lesser of the masses listed in their:
- Vehicle Approval (VA), or
- the network masses nominated on their approved network.
Under the Notice, eligible PBS vehicles may operate in jurisdictions participating in this Notice when access is approved for that configuration. Operators must ensure their vehicle meets all conditions, including specific spacings, where given.
Access under this Notice is governed by:
- the masses listed in a vehicle approval (VA)
- network mass limitations, as reflected in the approved mapping for that PBS level for each jurisdiction.

Notices are subject to various conditions to ensure public safety, protect assets and prevent adverse impacts on the community, such as noise, emissions and traffic congestion. See the sections below for specific conditions related to this Notice.
All notices are subject to mass and dimension conditions. See the sections below for specific conditions related to this Notice. For combinations that exceed these mass or dimension requirements, a permit is required for access, which may require individual assessment.

- A PBS vehicle or combination that is operating under this Notice is also required to comply with all applicable conditions of its most current VA.
- If an eligible template 30m A-double with tandem-axle dolly has a complying steer axle, it may be entitled to the additional 0.5t on the gross to a maximum of 85.5t, provided it has been issued with an exemption from the Pavement Horizontal Loading Standard.
- For a 30m A-double to operate at the Tier 3 masses in its VA, it must meet all the design characteristics reflected in the approved drawings found on the approved network maps for each jurisdiction.
New South Wales conditions - Click to expand
General requirements
- Only tandem axle dollies are approved for A-double operations under this Notice.
- No vehicles with tri-axle drive groups.
- No twin steer vehicles.
- PBS vehicles issued with an exemption to the Pavement Vertical Loading Standard are not eligible to operate under this Notice.
Dimension requirements
- Length as per the Network Classification Guidelines.
- Height – an eligible vehicle must not be higher than 4.6m.
- Width as per the VA.
Mass requirements
- Eligible vehicles must comply with their Tier 1 mass limits, unless operating a combination with a quad-axle group or an approved A-double template vehicle approved at their Tier 3 masses on their relevant published network.
Telematic conditions
- Eligible vehicles operating at GML/CML or QML 1 must be enrolled in Road Infrastructure Management (RIM) telematics.
- Eligible vehicles operating at HML or QML 2 must be enrolled in either the Intelligent Access Program (IAP) or Telematics Monitoring Application (TMA).

General requirements
Eligible vehicles must be:
- PBS vehicles with a current vehicle approval
- all trailers (excluding convertor dollies) must be fitted with an antilock braking system (ABS) that complies with ADR38/01.
- fitted with certified road-friendly suspension
- compliant with ADR 80/02 (post-2007 prime movers only).
Dimension requirements
All vehicles must meet the dimension requirements of a template vehicle permitted on a given network.
Operators of High-Productivity Freight Vehicles (HPFVs) that exceed 26.0m in length and traverse rail or tram tracks require a permit from the Over Dimensional Load (ODL) team at the Victorian Department of Transport. Applying for an ODL permit.
Mass requirements
The maximum gross mass for an eligible vehicle must not exceed any mass requirements of a template vehicle permitted on a given network.
The networks may also contain mass limitations and apply specific axle group masses in addition to the vehicle templates. Operators under this Notice must review the networks and any limitations prior to travel.
Telematic conditions
Eligible vehicles must be fitted with:
- an in-vehicle GPS device accredited under the Intelligent Access Program (IAP) or Telematics Monitoring Application (TMA)
- a Category B or C certified On-Board Mass (OBM) system that can be integrated with IAP or TMA (from November 2021). This requirement applies to HPFVs heavier than 68.5t GCM but also includes quad-axle semitrailers exceeding 46t GCM.
Network and mapping
For the purposes of s142 of the HVNL, an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.
New South Wales
Access on the Great Western Highway is restricted to Level 1 PBS vehicles only; however, Tier 1 PBS truck and dog combinations up to 20m in length and 20m Tier 1 B-doubles may operate on the Great Western Highway between the M4 Western Motorway/Russell Street interchange at Emu Plains and the Great Western Highway/Castlereagh Highway interchange at Marrangaroo at Tier 1 PBS Level 2A mass limits up to 57.5t, provided the vehicle’s VA permits PBS Level 2A.
Three 30m A-double template vehicles are approved to operate at Tier 3 masses on the PBS 2B Tier 3 mass network. All other 30m A-doubles are approved to operate on the PBS Level 2B Tier 1 network at their Tier 1 masses.
Access is granted to the routes nominated in Table 3. You can view the maps for these networks on the Transport for New South Wales PBS map.
