Capital Projects Fund Program

The U.S. Department of Treasury awarded $279 million to Pennsylvania for critical capital projects. In June 2022, the Pennsylvania General Assembly appropriated this funding to the Pennsylvania Broadband Development Authority (PBDA), which is using the funds to establish grant programs that identify eligible projects that meet program guidelines and federal requirements.

Broadband Infrastructure Program

Through the Capital Projects Fund, $200 million in federal funding was made available for businesses, non-profits, local governments, and economic development organizations. This funding will be distributed through the COVID-19 ARPA PA Broadband Infrastructure Program (BIP). Applications for BIP funding closed in 2023. The Pennsylvania Broadband Map includes broadband serviceable locations (BSLs) and corresponding service status (served, underserved, or unserved) throughout Pennsylvania.

Multi-Purpose Community Facilities Program

The newly established Multi-Purpose Community Facilities Program (Facilities) will offer $45 million in competitive grants to community anchor institutions and units of local government for community projects to construct, acquire, or improve facilities that are, or will be open to the public and will directly enable work, education, and health monitoring at the respective facility. Eligible organizations can apply for the program through April 20, 2024. You may reference the Facilities Frequently Asked Questions webpage for any questions that you might have.

Capital Projects Fund Performance Report

As a recipient of federal Capital Project Funds, Pennsylvania is required to submit an Annual CPF Performance Report. The report provides information on the projects PBDA is planning to undertake with CPF funding along with the outcomes of the programs.
