Plant Protection Act Section 7721 Funding

The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) provides funding through the Plant Pest and Disease Management and Disaster Prevention Program (PPDMDPP) and the National Clean Plant Network (NCPN) Programs under the authority of the Plant Protection Act (PPA) Section 7721.

Plant Pest and Disease Management and Disaster Prevention Program

Through the PPDMDPP, APHIS provides funding to strengthen and safeguard the nation’s agricultural infrastructure. In fiscal year (FY) 2024, APHIS is allocating $62.9 million to fund 353 projects that expand or enhance pest survey, identification, inspection, mitigation, risk analysis, and public education and outreach. Additionally, approximately $11 million of the funding will be reserved for responding to pest and plant health emergencies throughout the year.

National Clean Plant Network

The NCPN provides high quality asexually propagated plant material tested for targeted plant pathogens and pests to protect the environment and ensure the global competitiveness of specialty crop producers. Through the National Clean Plant Network, APHIS provides funding to university and government facilities that develop, maintain, and provide clean foundation stock for select specialty crops. In FY 2024, APHIS is allocating $7.75 million to support 21 NCPN clean plant projects nationally.
