Standards and Guideline Committees
(OSMC/OSMEP/OSMTH/G6)

The new OSMTH committee has begun development of new ICC/THIA 1215, Design, Construction, Inspection and Regulation of Tiny Houses for Permanent Occupancy. The first public committee meeting was held on January 31, 2024.

In February 2023 the Code Council launched development of ICC G6-2023, Guideline on Advanced Panelization which has been completed and is available in the ICC Store.

In 2023, the OSMEP committee completed development of ICC/MBI 1210-2023, Standard for Mechanical, Electrical, Plumbing Systems, Energy Efficiency and Water Conservation.

ICC/MBI 1210-2023 addresses mechanical, electrical and plumbing system elements (MEP) used in off-site construction with respect to energy efficiency, water conservation, planning, designing, fabricating, transporting, and assembly within commercial and residential buildings.

In 2021, the OSMC committee completed development of new ICC/MBI 1200-2021, Standard for Off-Site Construction: Planning, Design, Fabrication and Assembly and new ICC/MBI 1205-2021, Standard for Off-Site Construction: Inspection and Regulatory Compliance.

ICC/MBI 1200-2021 addresses the facets of the off-site construction process including: planning; designing; fabricating; transporting; and assembling commercial and residential building elements.

ICC/MBI 1205-2021 addresses the inspection, approval and regulatory compliance of off-site residential and commercial construction components and their assembly and completion at the final building site. This includes: permitting; in-plant and on-site final inspections; third party inspections; the role of Industrialized Building Departments, state modular programs and the Authority Having Jurisdiction.

These standards include componentized, panelized and modularized elements and will not apply to HUD Manufactured Housing.

The Code Council adheres to openness and transparency in our standards development process. All ICC Standards committee meetings are open to the public. Any interested party can participate in committee meetings and can be considered by the committee for membership on any work-group that the committee creates. Interested parties will be notified by email of standards activities related to Off-site and Modular Construction Standards, including committee meetings, sub-group meetings and the availability of standard development documentation. IS-OSMC

The Off-Site and Modular Construction Standards Committee (IS-OSMC) was appointed by the ICC Board of Directors in July 2019 and has primary responsibility for the development as American National Standards.  All standards development is subject to ICC's Consensus Procedures. Read more.

The first in-person public meeting of the IS-OSMC committee was held on November 19 and 20, 2019.  The Meeting Minutes and supporting meeting topics have been posted in the Committee Documents. Read more.

The third meeting of the OSMC committee was successfully held at the 2020 World of Modular Conference in Orlando, FL on March 11th and 12th.  The meeting was very productive and the conference was well attended. Both ICC 1200 and ICC 1205 first edition standards were approved by the committee on June 28, 2021. Both ICC 1200 and ICC 1205 received ANSI Approval as American National Standards on July 19, 2021.

IS-OSMEP

The Off-Site Construction Mechanical Electrical and Plumbing Standard Consensus Committee (IS-OSMEP) was appointed by the ICC Board of Directors in September 2021 for the development of new ICC 1210-202x.

The new ICC 1210-2023 standard addresses requirements for the energy efficiency and water conservation of off-site construction projects and the planning, designing, fabricating, transporting, and assembling, of commercial and residential building MEP system elements. This includes the componentization and modularization of elements of MEP systems, the incorporation of MEP systems in componentized, panelized or modularized building elements, and the achievement of energy efficiency and water conservation requirements in off-site construction. This standard would not apply to HUD manufactured housing. 

The first public webex meeting of the committee was held on December 15, 2021.  The committee created work groups for the purposes of developing the content for the initial draft. The meeting minutes are posted below.

The First Draft of the standard was posted for the ANSI public comment period which ended on July 31, 2023. The 14th public meeting of the committee concluded on September 13, 2023 to adjudicate all public comments. The committee action report (CAR) has been posted below. The committee completed the final ballot to approve the standard on October 20, 2023. The Code Council appreciates the hard work and diligence of the committee members and thanks everyone involved in the development of this important standard. ICC/MBI 1210-2023 was ANSI Approved on November 3, 2023 and can be found on the ICC Store website.

IS-OSMTH

The Off-Site Construction Tiny Houses Standard Consensus Committee (IS-OSMTH) was appointed by the ICC Board of Directors in November 2023 for the development of the new ICC/THIA 1215-202x standard. The most recent meeting was held on March 20, 2024. The next meeting of the committee to continue development of the standard is scheduled for the week of April 15, 2024 at 2 pm CT. A specific day will be announced shortly. All meetings are conducted through a teleconference platform. Meeting minutes are posted below under the OSMC heading.

The new ICC/THIA 1215-202x standard would address minimum requirements for the design, construction, inspection, certification, and regulatory compliance of tiny houses used for permanent occupancy to assure public safety, sustainability and resilience. This standard would not apply to HUD manufactured housing.

The Guideline 6 Development Committee was established in February 2023. Guidelines are developed under Council Policy 33.

This guideline provides information and approaches for the verification of compliance of panelized products based on level of automation and documentation and the approval of panelized systems made up of pre-approved sub-panels. The guideline draws on lessons learned from international approaches to panelization and approvals. The guideline was developed to align with ICC/MBI Standards 1200 and 1205.

The G6-2023 was approved by the develpment committee and is now available in the ICC Store.
