2023 Power Ready RFO (Request for Offers)
Solar + Storage for Community Resiliency

Clean Power Alliance of Southern California (CPA) is seeking competitive proposals from qualified and experienced solar and storage installation companies (Proposers) to build, finance, own, operate and maintain behind-the-meter battery energy storage and solar photovoltaic systems at 12 public facilities across Los Angeles County and Ventura County.

The projects will be part of CPA’s Power Ready program, which has been administered to support community reliability efforts in its service territory by providing public agencies with an on-site energy resiliency project that also provides significant community benefit and demand response capabilities to CPA. 

Proposers will be required to demonstrate that they have the qualifications, resources, expertise, and experience sufficient to undertake the project on a timely and cost-efficient basis. Mandatory Offer Forms will be required to submit a proposal.

Offers will be evaluated on a combination of quantitative and qualitative factors further described in the Power Ready RFO Protocol document. The successful Proposer will be required to enter into a 20-year Power Purchase Agreement, for all 12 sites, with CPA and Lease Agreement with each site host.

EcoMotion, CPA’s Power Ready technical advisor, is administering this Request for Offers (RFO) process on behalf of CPA.

RFO Schedule

The RFO will be a multi-step process to qualify Proposers.

Initial Submission Round: CPA is seeking initial offers from Proposers with the RFO materials provided after completion of the Registration Form. From this initial submission round, CPA will select a subset of Proposers to participate in the Second Submission Round.

Second Submission Round: For selected Proposers from the Initial Submission Round, CPA will release additional confidential site information subject to a non-disclosure agreement to selected Proposers to present a best and final offer.

At CPA’s sole discretion, CPA may engage in additional rounds based on information received during the first two rounds.

Proposer's Webinar

Initial Submission Round Proposer Webinar will be held on Wednesday, February 8th from 11:00 AM – 12:00 PM PST. The webinar will discuss the Power Ready Program and RFO process. To participate in the webinar, proposer must first register. Following registration, you will receive a link to access the webinar.

Second Round Submission Virtual Proposers Conference to be scheduled the week of April 24-28th.
