Taxpayer Opportunity Network
Overview & Purpose
We envision a tax system that is just, equitable, accessible and free from structural racism.
The Taxpayer Opportunity Network (TON) connects free tax preparation programs, advocates, coalitions and other stakeholders to resources, information, network peers and training to help them support vulnerable populations and advocate for a more equitable tax system.
We Will Work Together to Ensure that:
- The tax code is more just, fair and equitable and redistributes wealth to low- to moderate-income (LMI) and Black and Indigenous People of Color (BIPOC) households.
- The Volunteer Income Tax Assistance (VITA) program is a recognized and trusted source of tax preparation services by policymakers and practitioners nationally.
- Policies are implemented to support the tax-time financial capability of clients.
- Free tax prep services have the capacity to grow and sustain their programs into the future and the capacity to reach hard-to-reach populations so that LMI households and BIPOC communities have greater access to free tax prep services.
We Advocate for Federal Policies that Design a Tax System that Works for All, and that:
- Better support low-income households with their everyday needs through an expanded federal Child Tax Credit (CTC) and Earned Income Tax Credit (EITC) while implementing universal banking access to protect households from predatory financial products.
- Help low-income households build short- and long-term savings through improved tax system tools.
- Provide free and safe tax preparation to low-income households by increasing federal Volunteer Income Tax Assistance (VITA) program funding.

- Have access to national peers and experts on community tax preparation and tax equity.
- Receive direct information on promising practices, including alternative services, volunteer management and outreach, and policies related to VITA, community tax preparation and the tax code.
- Join virtual and in-person events on the CTC, EITC, tracking data at VITA sites and more.
- Advocate for increased VITA funding and a more equitable tax code, including tax credits.
- Participate in working groups focused on tax policy, financial capability at tax time, volunteer management and more.
- Partner with Prosperity Now, tax policy and community tax preparation experts, policymakers, the private sector and other members across the country.
- Have direct input into future activities of the Taxpayer Opportunity Network.
