This is a Notice of Intent to Award grant funds for the FY2022-RFGA-DO-923 and becomes the official statement of award effective October 1, 2021 unless otherwise suspended or cancelled. Final awards will be contingent on execution of a subaward agreement and satisfactory completion of any necessary negotiations with the Department. Revisions to proposals and budgets may be required. Award amounts will be at DHEC’s discretion based on application score, projects proposed, number and demographics of population(s) to be served, budget review, and funding availability. The amount of each award, based on the anticipated available grant year funding, is expected to range up to $200,000 for a six-month award. This notice is not an approval of the proposed budget or of any specific expenses. Only allowable costs consistent with the approved budget will be compensated.

with your submission. A cover letter should be included and signed by a person having authority to commit the applicant to a subaward agreement. Eligible applicants must submit the required
documents to either the mailing address or physical address listed in the RFGA document below on page one.

- Our partners do not have the capacity to each submit grant applications. Provided the applications are distinct with separate goals/objectives, can we submit multiple applications?
- Each applicant will be responsible for its own grant performance/compliance. A single entity can only be awarded one grant. Note that any award will be issued to, and the agreement will be formed with, the entity identified as the applicant in the proposal. The entity named in the proposal as the applicant must be a single and distinct legal entity. Do not use the name of a branch office or a division of a larger entity if the branch or division is not a separate legal entity, i.e., a separate corporation, government agency or institution, etc.

Some entities, such as corporations and limited liability companies (including nonprofits), are organized and/or authorized to do business in South Carolina by filing with the Secretary of State and should submit a certificate of good standing. Partnerships and joint ventures will typically be organized without such filings and will not need certificates from the Secretary of State. Certain other entities, such as government agencies and political subdivisions, are created by law and will not need to submit documentation. In every case, the application must identify a separate legal entity as the applicant. A certificate from the Secretary of State is required only if applicable to that type of legal entity. DHEC may require additional information or documentation from any applicant whose legal status is unclear.

Purpose
The purpose of the COVID-19 Vaccine Outreach Initiative is to increase awareness and knowledge of COVID-19 and COVID-19 vaccines, and/or reduce vaccine hesitancy or barriers, in a manner that results in increased vaccinations among members of key populations, such as:
- those living in rural areas (areas that lack access to broadband, healthcare, and other services),
- minority residents (African American, Latinx, Native American, Asian American and Pacific Islander, etc.),
- and other vulnerable communities.
Activities conducted by the subrecipient may include, but are not limited to, the following:
- distributing DHEC informational materials
- conducting safe in-person or virtual educational sessions with community members
- placing social media and other media advertising messages on channels designed to reach focused populations
- utilizing non-traditional outreach methods (informational signs at intersections, point-of-sale advertising, direct mailers, grassroots outreach, etc.)
- providing transportation to people who want to get vaccinated
No activities should include unsolicited door-to-door residential outreach.
Funding Source
As part of the CARES Act and Paycheck Protection Program and Health Care Enhancement Act supplements, the ELC awarded approximately $11 billion in 2020 to help address the domestic response to COVID-19. To provide additional critical support to jurisdictions as they continue to address COVID-19 within their communities, $19.11 billion from the Coronavirus Response and Relief Supplemental Appropriations Act of 2021, P.L. 116-260, will be provided to ELC recipients. These additional resources, by law, are intended to “prevent, prepare for, and respond to coronavirus” by supporting testing, case investigation and contact tracing, surveillance, containment, and mitigation.
