Surratts-Clinton, originally dedicated in January 1980, was built on land once owned by the Piscataway Nation. It closed to the public for renovations in the summer of 2019, and construction began in February 2020. PGCMLS hosted a temporary pop-up location at Davies Unitarian Universalist Congregation in Temple Hills during the closure. 

Size: 25,682 sq. ft.

Children’s Area Discovery Bay: Included in the renovation is a Chesapeake Bay themed children’s area, with sailboat-shaped reading nooks, a lighthouse for children to sit on and  read, a wall mural of animals and fish of the Chesapeake Bay, seagulls flying from the ceiling, and nautical-themed furniture. 

Art: “Reminisce” by Carey Dean, a stained glass mosaic near the entrance which depicts  views of the Chesapeake Bay from Calvert Cliffs State Park, funded in partnership with the Prince George’s Arts and Humanities Council’s Art in Public Places Program.


Meeting & Study Spaces:

  • Six study rooms - including one for children and one for teens
  • One meeting room with a stage
  • One conference room

Technology:

  • 60 public computers and a computer lab.

Books and Materials: The collection at the Surratts-Clinton Branch Library holds about 30,000 books, with room to grow to 35,000 books over time, making it comparable to those at the South Bowie and Oxon Hill branches. Staff made an effort to focus purchasing efforts on  books about religion and Bible study, education and homeschooling, American history,  cookbooks, and fiction, with customer demand and interest guiding future collection development.

New Branch Amenities: New entrance, new decorative metal panels on the exterior, a vending cafe, a fireplace, conference room, computer lab, six study rooms — including a room for children and one for teens — a family restroom, comfort room, and a children’s  program room, and an automated external defibrillator (AED).

The Prince George’s County Memorial Library System (PGCMLS) will host a grand opening ceremony for the Surratts-Clinton Branch Library at 9400 Piscataway Road in Clinton on Monday, April 22, 2024, at 11 am. The event will include remarks from PGCMLS CEO Dr. Mark Winston, Prince George’s County Council Vice Chair and District 9 Councilmember Sydney J. Harrison, Maryland District 25 Delegate Karen Toles, PGCMLS Board of Library Trustees member Brett Crawford, PGCMLS Interim COO for Public Services Megan Sutherland, and Prince George’s Arts and Humanities Council Director of Marketing Communications Kisha Mason, as well as an invocation from the Rev. Transformer Installation Scheduled for Surratts-Clinton

After a long wait, the newly renovated Surratts-Clinton Branch Library at 9400 Piscataway Road in Clinton will open to the public beginning Monday, March 4, 2024, at 10 am. While the Prince George's County Memorial Library System (PGCMLS) does not typically open branches ahead of a grand opening event, Library officials are excited to make the facility available to the surrounding community at the first opportunity possible. Surratts-Clinton Branch Library Construction Update

Library customers will be pleased to know that the final stages of construction are underway for the renovated Surratts-Clinton Branch Library. Substantial completion of the project has been delayed for several months due to electrical and HVAC issues.

The Remaining Process
Below are the major steps remaining in the process of preparing the branch library for opening:

  1. Confirmation of successful transformer testing for permanent power to building -- COMPLETE
  2. Deliver & install furniture and information technology equipment – COMPLETE
  3. Complete HVAC connections and successful startup of equipment
  4. Secure use and occupancy permit
  5. PGCMLS staff authorized for entry; staff install collections and prepare for opening preparations (Note: this process can take up to four weeks)
  6. Once the staff have been authorized for entry, PGCMLS will announce the grand opening date
  7. Grand opening (fall 2023 date TBD)

Transformer Installation Scheduled for Surratts-Clinton

PEPCO has scheduled the installation of the transformer to begin 4/17/23. Once the transformer has been installed (approximately two weeks), we will have permanent power. This will allow the contractor to do all the testing of equipment that is required for the next phase of permitting.

Carpeting has been installed, and now we have begun adding book shelves throughout the Surratts-Clinton Branch Library.

Delays to Renovations at Surratts-Clinton

Power issues are causing new delays to construction. The building's original transformer was mislabeled by Pepco and was discovered to be undersized for the building. Due to supply chain issues, a new, correct-sized transformer has a very long lead time into next year. Pepco has provided a solution by offering an oversized transformer that can be procured much sooner. This will, however, be more work for the contractor. Pepco will require a new duct bank be installed as well as a new transformer pad. The old transformer pad will now have to be demolished. In preparing for demolition, the contactor found unexpected asbestos which will have to be remediated. Even with the power issues, construction continues on the interior with the ceilings being closed in and the plumbing fixtures being installed.

Surratts-Clinton Reopening in 2022

The Surratts-Clinton Branch Library is planning to reopen later in 2022. There is currently a temporary location at the Davies Unitarian Universalist Congregation (7400 Temple Hill Rd, Temple Hills, MD 20748), which is open on Tuesdays and Thursdays from 10 am-2 pm. Services include public computers, browsing, returns, reference/material requests, and WiFi.

Installing Window Frames

Window frames are installed along with some of the glass. Concrete pads have been poured for the generator and air handling unit. The roof is almost complete. Drywall installation is continuing. Tentative completion date is mid-2022.

AIPP Art Installation

The first stained glass mosaic panel of the four-panel installation by Carey Dean for the lobby of the branch is complete. This project is part of Prince George’s County Art in Public Places (AIPP) program.

Framing Out of Interior Rooms has Begun

Work on the replacement of the metal panels on the roof has begun. The new panels are red as opposed to the original gray color. Staff spent the day on July 27th at the showroom selecting the new shelving and furniture.

Waterproofing Complete!

Storm water management upgrades and waterproofing has been completed. A new concrete slab in the adult area has been poured. New metal roof panels are currently being installed. The current estimate for the renovated building to open to the public is January 2022. (changed to May 2022 at earliest; subject to change).

Construction Issues at Surratts-Clinton

Construction issues keep cropping up that are delaying the project. The entire storm water management system on the site had collapsed over the years and has to be rebuilt. This also entails re-grading the area around the building. This work was just completed, but then it was discovered that water was still coming into the building, so we are waiting for a solution to that. The contractors have installed new HVAC ductwork and plumbing, and are almost finished replacing the roof. However, they can’t really do anything more until they get the water problem fixed.

Provide concept design ideas through renderings or other media. Upon approval, the elected artist or artist team will be issued a design contract and have their art displayed in the branch! Deadline December 4.
