  • AB112 – Creates a Wildlife-Crossing Account with State General Fund, allowing Nevada to access the federal wildlife-crossing safety grant program. Furthermore, it requires the Departments of Transportation and Wildlife to collaborate on the identification of sites and the development of wildlife crossings. Governor Lombardo signed the bill into law. 

  • AB250 – Requires insurance companies to accept the Medicare-negotiated medication prices for all covered persons. Governor Lombardo vetoed this bill.

  • AB 354 – Expands the locations where someone cannot carry a firearm to include polling locations, voting locations, ballot drop-off locations, and ballot tabulation centers. Additionally, this bill clarifies definitions regarding “ghost guns,” which are firearms built by the purchaser and are not traceable. This clarification ensures the “ghost gun” ban passed in 2021 meets Constitutional muster. The Assembly and Senate passed this bill. Gov. Lombardo vetoed it.

  • AB 355 – Raises the age for possessing a semiautomatic shotgun or a semiautomatic centerfire rifle from 18 to 21 and provides penalties for allowing someone under 21 access to or negligently storing said weapons. Finally, this bill prohibits children under 14 from handling, possessing, or controlling a semiautomatic shotgun or centerfire rifle. The Assembly and Senate passed this bill. Gov. Lombardo vetoed it.

  • SB35 – Establishes Fentanyl trafficking and high-level trafficking as a crime. (1) trafficking if the quantity involved is 28 grams or more but less than 42 grams; and (2) high-level trafficking if the quantity involved is 42 grams or more but less than 100 grams. Mandatory minimum sentences for simple drug possession or trafficking, as seen in this bill, are reminiscent of the failed War on Drugs. Governor Lombardo signed this bill. 

  • SB131 – Protects in-state abortion providers who provide services for someone coming from other states from being extradited on criminal charges. Additionally, it prevents providers from having to provide medical records of persons seeking abortion services from out of state. Governor Lombardo signed the bill into law. 

  • SB133 – Prohibits a person from creating or serving in a false slate of presidential electors or conspiring to create or serve in a false slate of presidential electors; prohibits the State or a local government from appointing to public office or employing a person convicted of such an offense and sets penalties for those crimes. Gov. Lombardo vetoed it. 

  • SB153 – Requires the Department of Corrections to adopt regulations regarding the incarceration of persons who are transgender, gender non-conforming, gender non-binary, or intersex, as well as appropriate training for all staff. Governor Lombardo signed the bill into law. 

  • SB163 – Prohibits insurance companies from discriminating based on gender identity and requires the companies to provide coverage for gender-affirming services. Governor Lombardo signed the bill into law. 

  • SB171 – Prohibits someone convicted of a hate crime to purchase, sell, or own a firearm for ten years post-conviction. The Assembly and Senate passed this bill. Gov. Lombardo vetoed it.

  • SB239 – Allows a patient to request medical assistance for end-of-life options when the patient is over 18, has been diagnosed by two medical practitioners with a terminal illness, and has voluntarily decided to end their life. Also, this bill provides immunity for medical practitioners and pharmacists. Governor Lombardo vetoed this bill.

  • SB371 – Grants authority from the state to county commissions and city councils to pass ordinances to address affordable housing issues in their community. Governor Lombardo vetoed this bill.

  • SB406 – Makes it illegal to threaten, intimidate, coerce, restrain, or use undue influence on election workers to interfere with or prevent them from carrying out their duties. Additionally, it makes it illegal to publicize any personal information of election officials. Governor Lombardo signed the bill into law.

  • Capital Improvements Budget: AB521 and Special Session AB1. A budget bill that was vetoed by Governor Lombardo. It provides for the improvements and maintenance of State facilities. The exact same bill Special Session AB1 was passed and signed by the Governor.

  • Stadium Scam: SB509 during the Regular Session and SB1 during Special Session – a bill that allows for the building of a 30,000-seat stadium in Las Vegas for The Athletics Baseball team.  Ultimately, the site that was decided upon is where the Tropicana currently stands. The original bill died and thus another session was called. Governor Lombardo signed the bill that came out of the Special Session.

PRIORITY LEGISLATION NOT SCORED: The legislation we used to grade was not the only work done that was on our priority list. And that priority list doesn’t include all the other amazing (and not-so-amazing) laws that we worked on in 2023. Here are some of the other priorities that we monitored this session: 

  • ASSEMBLY
    • AB71: This bill would require the Division of Environmental Protection (NDEP) to conduct a study on environmental justice. The study must include identifying communities that face the greatest environmental burdens and methods for reducing those impacts. We supported this bill, it died in the Assembly.  
    • AB312: Creating the Commission on Environmental Justice. We supported this bill. It died in the Assembly. 
    • AB251: Would ensure the translation of prescription materials. We supported this bill. Gov. Lombardo vetoed it. 
    • AB144: Prohibiting the sale, offer to sell or distribution of compact fluorescent lamps and linear fluorescent lamps – which are hazardous to the environment. We supported this bill, it was vetoed by Gov. Lombardo. 
    • AB128: Makes an appropriation to the Outdoor Education and Recreation Grant Program Account for the costs of the program. We supported this bill, it was signed into law. 
    • AB246: Provides for translations of election materials across the state. We supported this bill. Gov. Lombardo vetoed it. 
    • AB176: Stops income discrimination in housing applications. We supported this bill. It died in the Assembly. 
    • AB298: Requires that a rental agreement have an explanation of each fee. Prevents landlords from charging extraneous fees. We supported this bill. Gov. Lombardo vetoed it. 
  • SENATE
    • SB68: Creating the Critical Needs Fund; authorizing money in the Fund to be used for certain purposes relating to very low-income housing, supportive housing, and supportive services. We supported this bill, it died in the Senate. 
    • SB78: Separates the full security deposit from a cleaning deposit and shortens the timeline to return a deposit from 30 days to 28 days. We supported this bill, it was vetoed by Gov. Lombardo.
    • SB155: Authorizes homeless persons who have committed crimes to instead go through diversionary courts. We supported this bill and it was signed into law. 
    • SB157: Republican bill to eliminate same-day registration and voting. We opposed this bill. It did not get a hearing. 
    • SB169: Requires master plans to have heat mitigation policies/plans. We supported this bill. Gov. Lombardo vetoed it. 
    • SB230: Requires certain proof of identity to vote in an election.  We opposed this bill. It did not get a hearing. 
    • SB232: Requires the State Plan for Medicaid to include coverage for postpartum care services. We supported this bill and it was signed into law.
