Controlled Plant and Noxious Weed Committee

The Controlled Plant and Noxious Weed Committee (CPNWC) was formed with the passing of the Controlled Plant and Noxious Weed Act in October 2017.

Members of the committee include:

  • Secretaries and/or their designees from the following agencies: Agriculture(chair), Conservation and Natural Resources, Environmental Protection, and Transportation. Members also include the Executive Director of the Fish & Boat Commission and the Game Commission.
  • The chairperson and minority chairperson of the Agricultural and Rural Affairs Committee of the PA Senate and House of Representatives.
  • Three appointed positions appointed by the secretary- one from a statewide general farm organization, one from the horticulture, turf, and landscape industry, and one from an institution of higher learning.

Meetings are held quarterly (January, April, July, October) and are open to the public.

Plants are considered for addition or deletion to and/or from the noxious weed list or the controlled plant list at scheduled quarterly meetings, and at special meetings as needed.

The notice and agenda for the meetings of the committee will contain a list of the proposed plants to be voted upon and will be published in the Pennsylvania Bulletin at least one week prior to scheduled meetings.

Comments on proposed plants are welcome, either in person at the CPNWC meeting or by written comment by emailing RA-plant@pa.gov with the subject line: CPNWC Meeting comments. Comments must be received 24 hours prior to the CPNWC meeting to be considered by the committee.

Requests for addition and/or deletion of plants to the Controlled Plant and Noxious Weed Law are accepted by the Department. Requests can be submitted via email at RA-plant@pa.gov with the subject line: Controlled Plant and Noxious Weed List Request.
