Highly Pathogenic Avian Influenza Recovery Reimbursement Grant 

The Highly Pathogenic Avian Influenza (HPAI) Recovery Reimbursement Grant program is administered by the Pennsylvania Department of Agriculture to provide reimbursement to farms, integrators, and allied industries directly impacted by HPAI. This covers those who incurred demonstrable financial losses due to inclusion in a control or quarantine zone. 

The HPAI Reimbursement Grant program is comprised of five rounds:


Round Five
    • Highly Pathogenic Avian Influenza Recovery Reimbursement Grant for Implementation of Biosecurity Enhancement administered by the Pennsylvania Department of Agriculture to provide reimbursement to farms, integrators, and allied industries, directly impacted by Highly Pathogenic Avian Influenza (HPAI) for the implementation of biosecurity enhancements. Reimbursements will be capped at $25,000.00 per premises. Funds allocated to this initiative are $2 million. All reimbursements are contingent on availability of funding.
    • Application deadline has been extended until Thursday, May 2, 2024. 
    • The Biosecurity Enhancement Reimbursement Grant is intended to encourage implementation of new biosecurity practice(s) or to enhance current practices. Effective timeline - starting a biosecurity practice when application was made available. 
      Well-written biosecurity plans will identify all areas to address and improve practices. Every farm or poultry business will be at different levels. This program is intended to take poultry farms and poultry business biosecurity practices to the next level, remedy weaknesses, and help reduce the number of HPAI cases. 
      Operating expenses are not eligible, exception would be one time if the operator never used disinfectant, PPE, or a starter kit.

Closed

    • Round one is closed. Round one applications were due by September 10, 2022.
    • Round two is closed. Round two applications were due by October 8, 2022.
    • Round three is closed. Round three applications were due by January 15, 2023.
    • Round four is closed. Round four applications were due by June 29, 2023.


Round Five:

Losses up to $100,000 will be reimbursed at 100 percent. Losses of amounts over $100,000 may be reimbursed up to 50%, with a maximum cap on reimbursement of $1,000,000.  The maximum cap for applicants will be per event in the Commonwealth.

Expense not eligible include losses or costs eligible for or covered by federal funding, insurance, contracts or other funding sources.

    • Loss of income. (F, I)
    • Mortgage interest payments. (F)
    • Rent payments. (F)
    • Utility payments. (F)
    • Working capital for the purpose of covering costs of re-opening farming operations after being fully or partially closed due to the state or federally mandated quarantine period. (I)
    • Payroll costs, costs related to the continuation of group health care benefits during periods of paid sick, medical or family leave, and insurance premiums. (I)

How to Apply

The application asks for a copy of an IRS Form 1040 for your most recent tax filing year or any related itemized invoices, bills, or receipts, as appropriate to document loss.


    • Applications for Round one are closed as of September 10, 2022.
    • Applications for Round two are closed as of October 8, 2022. 
    • Applications for Round three are closed as of January 15, 2023.
    • Applications for Round four are closed as of June 29, 2023
